JTC Corporation (JTC) will be launching a two-stage request for proposal (RFP) on 16 December 2011 to engage an operator to manage and operate the first phase of the Jurong Rock Caverns (JRC), Singapore’s first underground hydrocarbon storage facility.
Located at Jurong Island, phase one of the caverns will be completed in stages between 2013 and 2014. The operatorship contract is scheduled to commence in 2013, and will be for a period of 15 years.
The applications for the first stage of the RFP will be evaluated based on criteria such as financial stability, experience, capability and track record. Interested parties should submit their applications by 13 January 2012, 4.00pm (Singapore Standard Time). Further details for submission are available on GeBiz, Singapore Government’s e-procurement portal (www.gebiz.gov.sg).
Shortlisted participants from the first stage will be invited to submit their business proposals within two months. All submissions will be evaluated based on individual merits, with emphasis placed on factors which includes fees, technical propositions and proposed commercial activities.
The target is to get an operator on board by the second half 2012.
